The good news..: ..is that they are movable and painless. The white part is not so good...that may be something called leukoplakia, often related to smoking. If you smoke, most important thing is to stop. You should be concerned about lumps in your mouth if they enlarge, bleed, last longer than 1-2 weeks, are painful.
