It depends.: You might have been born with it. This happens sometimes, and is usually called a port wine stain, or simply a discoloration of the skin due to lack of pigment. It also might be a lesion/cut/bite that healed long ago and stayed red. If you have others, it could be a skin condition from some disease. Red itchy nipple: A red rash over the breast can be the first sign of breast cancer but it is very uncommon. CA is found as lump, or on mammogram. At 19 it would be almost unheard of to have breast cancer. Since it itches it's more likely to be a reaction to something like soap, clothes, or even from sweating.
