See your eye doctor: If the red light was a laser pointer and you stared at it for milliseconds, you might be okay if it was properly labeled in 3-5 mW, it's the nonlabeled ones (green lasers) that are problematic, but this may be a good time for you to visit your eye doctor anyway to have your annual dilated exam done too, and have them check. Difficult to say: "hooded" suggests dermatochalasis or laxity of the upper eyelid skin which can happen due to aging. The upper eyelids can sag as a result and even obscure the superior vision.
