It is safe but not: Without risks. First remember that HQ2% is low concentration so may not be enough to lighten skin. Tretinoin is sun senstizing so use product at bedtime and sparingly so you don't get too dry or irritated. Mometasone is a steroid so again use sparingly and take breaks off the topical. Do not use these: Products with much sun exposure. Hydroquinone especially is supposed to bleach or whiten your skin, but will darken with significant sun exposure. Cover up when you are outdoors. Mometasone is a steroid and will cause infections to worsen if you have infected acne vulgaris or other eruptions. THe hydroquione can cause discoloration of the skin the steroids will thin the skin and also cause pigment changes.

Depends on the cause: Retin A (tretinoin) will definitely not help & irritate your skin more. If it's from shadows under your eyes & due to sub clinical food allergies, neither will help. Address the cause to reduce the lymphatic congestion. If area is red/brown pigmented, laser can help. If it's from recent scar, you must wait for it to heal. Yes: Yes, I usually have patients apply the retin-A first. Give it 15-20 minutes to absorb and then apply the Hydroquinone. I usually recommend hydroquinone as spot therapy rather than the whole face and recommend a non-hydroquinone product to lighten the whole face.
