Itchy?: At this young age, I would be more suspicious of eczema (atopic dermatitis) which may be linked to food allergies as well as airborne allergens. If these rash itch, then eczema is more likely. If you are using Cetaphil lotion, be sure to use it regularly and apply it within 3 mins after bathing. Talk to your pediatrician. See derm: Amoxicillin allergy usually does not cause a crusty rash. You need to see a dermatologist if this has been a persistent or recurrent problem.

No: In fact atopic eczema and psoriasis are nearly 180 degree opposite to each other in term of the immune reactions. Cortisone is a non-specific anti-inflammatory agent which however may help both conditions although better and safer alternatives may be required. A dermatologist: Well indeed some of these diseases have overlapping symptoms. I suggest you see a dermatologist and they should be able to guide you and give you a proper dermatologist. If in doubt, a skin biopsy can confirm it, but it is rarely required.

Not Synthroid (thyroxine): Hi. Synthroid (levothyroxine) is thyroid hormone, and is not an anti-inflammatory. Do you mean hydrocortisone? Hydrocortisone (and drugs like it: prednisone, triamcinolone, etc) are anti-inflammatory glucocorticoids, and can be used in a variety of types of arthritis. There are other great treatments for psoriatic arthritis if that's what this is, but not Synthroid! It's used to treat hypothyroid.
