Difficult to say: With just the brief description it is hard to say for sure. There is a condition called "idiopathic guttate hypomelanosis" that is very common and completely benign which can present as you describe. Facial pigmentation: Your "black sun spots" are probably more correctly called solar lentigines. Bleaching is not very effective. Laser is better but must be done by trained professional. It depends: It is best to try a test spot to see if it'll work for you. Results are variable, sometimes good, sometimes not so much. If you do get improvement, overexposure to the sun once is often enough to bring them back. Sun reaction: I am not able to tell you what is causing your rash without a picture and without you giving us further details. We need to know if you were wearing a sleeveless type shirt and if you were out in the sun without using sunscreen. Are you taking any medication that may have caused you to have sun sensitivity ???!!! Please write back . in the meantime if you are uncomfortable you need to see a physician or go to urgent care for treatment and and to find out what is causing a problem. Take care ...Read more
