Itchy rash: It could be that you have a skin condition such as psoriasis or eczema affecting the nipples. You can try moisturizing with beeswax or another type of lotion or cream. Not likely heat rash: If your rash is occurring in cold weather, that is not likely heat rash. The term heat-rash refers to a rash occurring due to excessive heat. Eczema is often worse in cold and dry weather and so you may want to have it checked out. Without knowing what the rash looks like and its distribution on the body, it is difficult to make a diagnosis.

Unrelated: HSP, if you truly have it did not arise from a bug bite or becoming cold. It is an odd fluke of the immune system, sometimes triggered by group A strep or other infections. It triggers antibody production where some antibodies attack your tissues by mistake. It can be very painful & often mimics other diseases. It can cause significant kidney injury. Irritant dermatitis?: If you wash your arms and hands a lot, the skin gets dry. Once it gets irritated, anything you put on may hurt you. The itching and blister point more to a contact allergy. Xerosis vs eczema...: Dry skin, allergies to detergent, or other irritants are possibilities. Try using a skin cream without alcohol in it immediately after showering/ washing.
