As long as no local discomfort, such rashes may suggest mild balanitis (inflammation of glans penis), which is usually related with redundant foreskin with poor local hygiene. Without detailed history and inspection, it's hard to make a firm statement.

You may not:
See a rash but one may be "in your future" since sometimes SHINGLES (Herpes Zoster) begins this way.
You should discuss these symptoms with your PCP (Primary Care Provider) since early use of ANTI-VIRAL medication may limit the disease if "caught early"
