On it's own, would be unlikely to be a sign of a stroke, as other nearby nerve cells would also be affected, creating a multi-symptom complex. Your describe a hemorrhagic stroke, and if it affected cerebellum or brainstem, vertigo will be a part of this.

The sudden onset of double vision can be a sign of a stroke, especially if accompanied by other visual or facial symptoms. It definitely should be checked out, as even if it is not due to a stroke, double vision can be an initial symptom of many other potentially dangerous diseases.

Generally, the answer is no. Urinary incontinance can be caused by primary dysfunction of the muscles of control of urination or by injury to the nerves controlling these muscles. Most commonly, focal hand numbness is due to carpal tunnel syndrome, or even ulnar nerve cubital tunnel issues. Isolated hand numbness would be a rather unusual sign of stroke.
