Yes: I would assume that it expires after the expiration date just to be safe. Keeping it cold may prolong the activity but I would err on the side of safety. Once it expires it doesn't help much anyway. Get some new medication.

Yes....: This is a prescription medicine and will have a pharmacy label on it. On the pharmacy label, it will have the expiration date. It is usually around 1 year from the date it was prescribed. If your medicine has expired, and you have continued symptoms, see your doctor for a new prescription.
30mg: The preparation I found available as a syrup listed the hydrocodone content as 10 mg. Per 5ml (tsp) which works out to 30mg/tbsp. However, a compounding pharmacy may create a preparation with different strength. The strength should be listed on the bottle.

Sleepy: Everybody responds a little differently to the narcotic component in the cough syrup. It is a very low dose that effectively suppresses cough but doesn't make most people tired. I would take it at night to be careful and avoid driving vehicles after taking the medication as that would be dangerous.
