If 1 has HSV 2 and has only had outbreaks around the oral area, does that mean (s)he can still get the symptoms around the genital area in the future?

Maybe: The lab tests for herpes simplex i and ii are imperfect and subject to false positives and negatives, and HSV ii acquired on the mouth usually stays there. Genital HSV1 usually causes far fewer recurrent outbreaks than HSV2. ...Read more

Get to a Urologist: Those problems could represent impingement of a nerve or richly-innervated structure in the groin. A urologist would be a good start to rule out bad things.
