Depending on what the "bump" looks like, you may have an umbilical hernia, which can be surgically corrected and is a relatively safe/simple procedure. Likely from infancy: Probably for correction of congenital problem such as omphalocele, gastroschisis or exstrophy. I which case a pediatric surgeon, pediatric urologist or plastic surgeon could book this as a revision of original problem ; would be covered by medical insurance. Not sure about nhs in uk. Not really: What you describe sounds fairly mild (occasional swelling and itching), but it is not normal. Typically if the "bite" was infected, the symptoms would not be so intermittent, and it would be tender. However, "something" is irritating your skin. Maybe: Presuming you had a "bikini" incision (near the pubic hair line), it is a bit unusual for skin to be sensitive below the belly button. It is very typical for the area to be very numb.
