Sounds like Eczema: Could be eczema which can get worse over time. Avoid long hot showers and harsh and drying cleansers. Apply fragrance-free moisturizer like Vanicream. Use at least twice a day. For eczema flares, apply prescription strength corticosteroid ointments to problem areas twice a day until clear. Dark skin can improve over time with proper treatment. ...Read more

Hard to tell: Difficult to diagnose rashes without seeing them. If the rash is not red, crusty or with pus, most likely fungal or eczema. Eczema: Sounds like a classic case of atopic dermatitis or eczema. See an Allergist or Dermatologist to confirm and receive appropriate treatment. Poorly controlled eczema can cause elevated serum IgE levels. If you have other atopic conditions like allergic rhinitis this can also contribute.
