Probably not Scabies: Scabies infestations tend to make you itch in all the private places, and on your arms and legs. If your scalp is the only part of your body involved its more likely you have head lice. They are tough enough. Post a photo: Many things can look as described. Both chicken pox (unlikely) and scabies are intensely itchy. Scabies does not form visible blisters but tracks with bumps spread out at relatively even intervals. Lotion, not cream: Permethrin OTC comes in a lotion that can be used in the hair after you shower, shampoo, and towel try. See Allergist: Given you unbearable itching symptoms and rash refractory to topical steroids I would suggest making an appointment to see an allergist for further workup/evaluation. Eczema, contact dermatitis, urticaria (hives), etc. are all skin condition that you could be suffering from. Getting workup up by a specialist might provide more answers/treatments. ...Read more

Nothing safer: Plaquenil is also known as hydroxychloroquine, so the parent drug Chloroquine can be substituted. But Chloroquine has significantly higher rate of retinal toxicity, so it isn't used much anymore.
