It could be a mild eczema, a fungal infection, a viral exanthem, a reaction to something you've come in contact with (a new perfume, lotion, soap), bug bites... It's a long list. See Allergist: Given you unbearable itching symptoms and rash refractory to topical steroids I would suggest making an appointment to see an allergist for further workup/evaluation.
