As long as the pain is tolerable, and you do not have progressive increasing weakness, or lose the ability to control the bladder or bowels, the vast majority of disk herniations can be treated without surgery. Nerve testing: The level you are describing for you disc herniation would not be expected to cause the numbness in that area. I would expect something lower down in the spine. There are some nerves in the legs that can develop neuropathies. EMG/NCV testing may help with the diagnosis.
