Yes: If you have 4 bulging discs in your neck they could cause all the symptoms you just described on both sides. If it was a C4 disc bulge that can also cause all the symptoms you just described. The report is only as reliable as the type of x-ray done(? C-spine x-ray versus MRI of the c-spine).
If you have lots of pain, a plane x-ray is not likely to help with the diagnosis. You need to be sure that you are examined by a neurologist or neurosurgeon to help you find out the cause and offer treatment which is appropriate.
