Primary hypogonadism: Could be sertoli-cell-only sydrome or mutation of fsh receptor gene, both rare but could explain your problem. +ve test for inhibin b would indicate presence of spermatogenesis ; slightly increase chance of successfully achieving pregnancy w tese.
