Doubt it: Theoretically one can reshape the skull but practically it will do too much damage to the brain to make it even worth a fleeting thought. Appearance is not everything and you'd do more to develop your skill and personality than to worry so much about your looks. If you were a woman, consult your hairdresser to see if there is a cut which would complement your features.

Do you have any suggestions for hiding a high/protruding forehead besides bangs?

Hiding forehead: Bangs are the easiest answer, and you can even get "clip in" ones from stores like Ulta or online that can prevent the need to cut actual bangs if you don't want to. Some head bands can help. Maybe a scarf in the hair will draw attention away from the forehead.

Need evaluation: Can't really answer that without more information. This could be a family trait or may be a sign of something called acromegaly which is a hormone disorder caused by a pituitary tumor. You should see an ENT or facial surgeon.

Congenital problem: The brain normally grows and expands the skull in all directions. A protruding forehead is probably due to premature closure of one of the skull suture lines in the head, which leads to an abnormal compensatory growth in the unrestricted direction. There is no purpose other than the need for normal growth and expansion of the brain.

Some genetic syndromes with striking physical features do predict intelligence, but almost always in the form of increased risk for mental retardation.

Not necessarily: Frontal bossing is an abnormal enlargement of the frontal bone. It can be associated with rare medical conditions including acromegaly, or with conditions such as benign enlargement of the subarachnoid spaces. Depends: This is not unusual and the treatment if any depends on the degree of difference. Kids most often come out this way do to the way they are positioned in the womb, or gradually develop it due to sleep position. In the US, plastic surgeons may treat with a variety of inserts positioned within and around the ear or ears. You might check with your doc first to see if won't improve on its own.

Frontal bossing: If anything it can be due to excessive growth as seen in acromegaly., frontal bossing may be congenital or be part of a variety if different syndromes

In the face, the veins decrease with standing and increase with lying down. Straining or laughing increase the the pressure in the chest which can increase the size of the facial veins.

Yes: Visible veins on the side of the forehead are normal branches of the superficial temporal vein. They are noticeable on people with pale skin and also those without very much subcutaneous fat in that region. They are normal and require no therapy.

You need to: See a dermatologist. Hypothetically speaking - how do you know you don't have a form of skin cancer? Skin cancer does not hurt. It also won't go away. On its own. I am not saying this is what you have. However, I can't see your specific lesion. Because of that, you must see a dermatologist for an examination.
