I've got a red blotchie rash looking sytom under the skin on my arms and legs and sore shins is it anything i shud be worried about had it 3 days now

I have large welt like bumps on my right shin. very red. bumps always there but only itch on occasion. tender and painful before it gets itchy.
There are several lumps on my right shin that are slightly tender to the touch and one that is red and warm to touch. Bruises or should I worry?

Trauma: I hope that it is from wearing athletic shoes that are too lose and starting to exercise rather than wearing new shoes that are too short. Look at your feet. Your sore toes are also the longest ones. Figure out what you are doing that makes them sore and change it.
