Exam needed: Such an eruption could be due to inflammation of tiny blood vessels(vasculitis) which may be caused by an autoimmune disorder or leakage of blood from capillaries(petechiae) seen with low platelets,for example. Exam needed: These will have to be inspected by a physician to be sure, but they may be ruptured skin capillaries from some sort of pressure or injury to this area. Ecchymosis (Bruise): It sounds like you are describing easy bruising. This is almost always abnormal in someone 31 yrs old. You need to have this checked out and have testing done to find out why you are experiencing this problem. There are many causes for easy bruising. Wait: You can closely monitor this for a few days if indeed this is the only area involved. Possibly a bug bite which can cause a localized petechial rash at times. Also assuming no other unusual bruising or bleeding is present such as bloody noses and no fever or feeling of illness. If all is well other than the spot, monitor and see what happens. ...Read more

Infection?: It might help to upload a picture of this if you can. Infections can spread up the lymphatic vessels. This is usually more linear. Linear groupings of red dots ... hard to say. Groupings of vesicles could be shingles. They usually burn and hurt, you are young for that but could be. Is this in an area where you shave?
