There is a patch of skin on my fore arm that is very tiny bumps, not red, not itchy. I had shingles last year and it is on the same arm. Dry skin? Or?
Skin lesions: May just be dry skin (try moisturizing cream several times a day; avoid very hot baths/showers & harsh soaps). Might be sun damage from too much exposure; see doc for evaluation; actinic keratoses are easily treated via many methods. Use sunscreen when outdoors, even on cloudy days. I had ophthalmic shingles back in June 2017. The redness in my cornea persists after I stop Tobradex. Is it ok to use Tobradex every time the redness is back? Is there another medication that can help treat this condition or has this become chronic?

Hmmmmmm.: I'm not sure if I personally would agree with that observation. Smoking can and will cause changes to the soft tissues of your mouth, including the palate. I would think that over time, the tissues will revert back to their natural healthy state, unless there has been some irreversible damage.
