Hemangiomas?: A few painless red dots on the skin, on the penis or anywhere else, usually are not abnormal. Most likely they are small hemangiomas, i.e. blood vessel "moles". Potential explanatio: Red spots on the back of the throat could be petechiae, or little bruises. These occur from trauma. Maybe back off from any oral activities you may be partaking in.
