Worried: Get it checked. The red color could be indication for some type of hemangioma. I doubt that this is a cancer as it would usually not be red or itchy. Not dangerous but...: You've had a serious problem with acne and it's time to look at additional options -- spironolactone, the oral contraceptive pill, or even isotretinoin. The pigmented raised lesions are postinflammatory lesions and persist for a few months -- I'd advise against a skin bleach though you could try it. Need to examine: It is not feasible to provide a meaningful opinion without examining the lesion. What you described suggests a wart. You may wish to try over the counter treatment for a wart, if that does not help, it would be useful to see a doctor.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form.

Not sure but...: Given that using apple cider vinegar to get rid of a mole is not a standard recommended medical treatment (even though to my surprise it's reported to often help) I have no information to definitively answer your question. Often there is redness after a scab comes off. It will probably get better on it's own, but my favorite treatment for skin irritation/inflammation is calendula cream/ointment. ...Read more
