Not dangerous but...: You've had a serious problem with acne and it's time to look at additional options -- spironolactone, the oral contraceptive pill, or even isotretinoin. The pigmented raised lesions are postinflammatory lesions and persist for a few months -- I'd advise against a skin bleach though you could try it. Not sure but...: Given that using apple cider vinegar to get rid of a mole is not a standard recommended medical treatment (even though to my surprise it's reported to often help) I have no information to definitively answer your question.
