Not likely: You may have phimosis. Need exam by a DR with knowledge about this area, best will be a dermatologist. This may be related to small amounts of urine fermenting under the foreskin. There are other possible explanations. Always retract the skin in the shower and while passing urine. Blot after urinating. Try miconazole (or other azole) cream.
