I used expigment with %4 of hydroqunone on my freckles and after a while my face become slightly red in color is that normal? Should i stop using it ?
Could be normal: Hydroxyquinone is irritating. Decrease dose or frequency of use till you get used to it, and then increased to recommended dose. But a "freckled" red rash that lasts for days may be petechiae, which are tiny bruises, and which would need further investigation by a doctor.
