Difficult to say: the reason why. You should at least get a complete blood count from your doctor to further evaluate. If the spots are itchy could be related to an allergic reaction. Need more info : Its hard to say much without more history and physical exam. If he recently had chicken pox vaccine, this could be a mild reaction, which often does not have that classic chicken pox vesicular look. Has she had any exposures? Recent fever? Travel?
