My three year old has consustently had red circles around his eyes for a month now. Is it something to be alarmed about? What could it be?

My child went swimming in a lake while wearing loose goggles. Now he has red circles around his eyes. What would cause that?
If they were swimming: goggles & were new to him, he may have an allergic reaction to the rubber or plastic where it contacts the eyes.
