Itchy skin rashes: Persistent dry, red and itchy skin rashes are consistent with dermatitis, most commonly it is atopic dermatitis or eczema. You can try otc Hydrocortisone cream apply to the area twice a day. Keep using aquaphor. Sometimes you need an antibiotic course if it gets infected. Baby skin: No, you probably don't want baby bottom skin!! Haha. Keep your skin clean, avoiding harsh soaps (including antibacterial soaps) and chemical irritants. Use SUNSCREEN!! If your skin is dry and irritated, use a good moisturizer regularly- no perfumes or colors. Don't scratch and pick at your skin. See your doctor for a regular check of your skin, especially for any moles, etc. that change. ...Read more

Keep dry, + topicals: It is possible she may have candida/fungus which is quite common. Change diapers frequently, use a low-heat blower to dry it and topicals such as desitin (zinc oxide diaper cream) cream etc...May help clear up quicker.
