Possible: No way to know for sure without a physical exam and inspection of the area though. Especially rashes are generally impossible to diagnose purely over the computer. Possibly Foliculitis: It sounds like it might be just some foliculitis. You could try to wash the area with some antibacterial soap everyday. But since it is coming back, I might try some topical clindamycin twice a day for about two weeks. ...Read more
