Yes: Subconjunctival hemorrhage is not uncommon in patients with high blood pressure. It is usually due to a ruptured small conjunctival blood vessel. Doubtful.: A rash probably is not a blood vessel unless you have a group of spider veins in that area which would give the appearance of spider legs. Varicose veins would be raised, blue and grape-like in appearance. A red rash doesn't sound like veins. You should see a vein specialist for an evaluation. ...Read more

Possible ulcer: The dots are almost certainly on the cornea - the window at the front of the eye that your lense rests upon. The iris is inside. These dots if new, could be sites of corneal ulceration - a focal infection under the contact lense.
