It would be very: Unusual for a woman to have an ingrown hair on her lip line. A recurring bump on the lip line sounds more like Herpes Type I, the type that usually affects only the area around the mouth. If it only a single lesion every time, and in exactly the same location, then probably a sebaceous cysts that periodically becomes inflamed or infected. It could be from an accidental trauma (lip biting), and you may have broken/injured a small blood vessel. If you smoke a lot per day, or for years, this could be related. Go see your dentist for evaluation. You may need a biopsy to rule out cancer.
