It would be very: Unusual for a woman to have an ingrown hair on her lip line. A recurring bump on the lip line sounds more like Herpes Type I, the type that usually affects only the area around the mouth. If it only a single lesion every time, and in exactly the same location, then probably a sebaceous cysts that periodically becomes inflamed or infected. If it moves around a bit, or if several such bumps or superficial (like a blister), then recurrent oral herpes (cold sore, fever blister) is likely. I'm betting on the cyst.
