Not normal.: If these bumps are itchy and did not appear until 1-3 days after the event, the most likely problem is from a contact allergy to the adhesive bandaid applied on the needle site. If the problem spreads or persists > a week, see the doctor. Diffuse rash across hands, arms, legs & feet for a week. Spots on hands now like small blood blisters (1mm), don't disappear under glass. Feel fine.
More info, please!: Did you hurt yourself? Hold a tool too long? Are you on any blood thinners? How long have you had them? Do they hurt? Obviously, a decent answer is not possible without knowing more, and seeing them. 2 seperate: Most probable cause is you had some minor localized reaction to the blood draw (possible contact dermatitis if you had a bandaide on the area or tape, etc.) and the TB test below the site of the same arm, would not have anything to do with the injection site of the blood draw.
