Cold Urticaria: Cold urticaria or sensitivity to wool can be a cause of your symptoms. These symptoms maybe treated with H1antihistamines (cetirizine etc) and H2 antihistamines (Zantac). Most common: cause , often "missed" is SKIN DRYNESS!!!! This condition is often called "Winter Itch" although it can occur in any season. Heat being turned on in cold weather dries the skin even faster that's why the condition is more prevalent during winter months! Xerosis vs eczema...: Dry skin, allergies to detergent, or other irritants are possibilities. Try using a skin cream without alcohol in it immediately after showering/ washing.
