Pityriasis rosea: It's difficult to be certain without seeing your rash but pityriasis rosea is a common and harmless rash that is thought to be viral in etiology. It usually starts with a larger oval shaped red scaling plaque and within a week multiple smaller oval shaped lesions following the cleavage lines of the skin develop. This rash disappears by itself in 6-12 wks. Sunlight exposure may hasten resolution.

3.5 wks post loa & debridement RT knee. Now 8-10 red spots scattered on old ACL incision/under knee area & addition 2 regular redness&swelling. Ideas?
Spots on ACL scar: I would contact your surgeon and have him evaluate your incision. It may very well be "normal" healing but he should evaluate for any possible occult infection that may require antibiotics and/or further work up.

Dermatitis: Dermatitis, or inflammation in the skin can cause this pattern. Eczema (atopic dermatitis) can do this, and the rash associated with gluten allergy (celiac sprue) called dermatitis herpetiformis can also do this. Hives can present similarly as well.
