A picture is worth a thousand words. Brown spots could be many things, most of which are not serious. They could be sun damaged area called solar lintigo, If they are flat and many of them.. If raised or have a "stuck on" appearance, then they could be a benign growth called a seborrheic dermatitis.

If he recently had chicken pox vaccine, this could be a mild reaction, which often does not have that classic chicken pox vesicular look. Has she had any exposures? Recent fever? Travel? There are many:
first your age, second recent history of fever, illness, any history of contact with allergens, and of course see what the rash actually looks like. My suggestion is that if your rash does not clear in 2 weeks I would see a dermatologist for diagnosis and treatment. Exam needed: If the discolored lesion is only days old, it could have been an insect bite with some leakage of blood under the skin. The associated itching makes this more likely but the lesion would clear after 10 days or so. Cortisone type ointment would relieve the itch. It could be many:
Without visible picture of the red spot it is hard to guess
it could be an inflammed superficial vein
it could be the beginning of cellulitis
it could be from shaving if you have done that recently
