Decent chance: This is possible since this is so common. The only way to know for sure is for her to go in for an exam. It is easy to diagnose on exam and easily treated.

Needs to look at it: With new skin lesions in the genital area it is always a good idea to to be by your doctor for appropriate diagnosis. It can be anything from a mild dermatitis, infection, std, pimple or laceration.

Better to get seen: From your description, this could be just normal tissue that you're not used to seeing, or an irritation or infection of some kind. I'd ask your doctor to look at it tomorrow just to be sure.

Unclear: This could be something self-curing, or something very serious. Without an examination I cannot know.

Many things: It could be a mole, a genital wart, a skin tag, a clogged duct/pore. It could be part of your hymenal ring (the hymen looks "bumpy"). If it's markedly different in color than the surrounding skin, I would have it looked at. Darkened bumps can always be skin cancer. You're quite young for that, but I would definitely get it looked at if it is as you describe. Hope that helps!

Lumps on vagina: Bumps on the vagina could occur due to many reasons. Without more information and visual examination, telling you what they are is quite impossible. I strongly suggest she go to see a gyn doctor and get examined. I also suggest you use condoms until you know the reason for those "bumps".

Infection: Sounds like an infection. Has it checked by your primary doctor or gynecologist (either). You may need antibiotics after the wound is cultured.

Unknown: Lumps, bumps, and blisters on the labia or the genitals need to be evaluated by physical exam to determine the cause and treatment. What you are describing is concerning for herpes or syphilis though. These two infections need to be ruled out by a doctor.

Yeast infection?: The single most common cause of such symptoms is candidiasis (yeast infection, thrush). If so, it seems more severe than average. Herpes might be possible if you are sexually active. Scabies rarely occurs in these locations, but might be possible if you have typical scabies elsewhere (hands, elbows, waist, etc). See a doctor or clinic ASAP for professional diagnosis and treatment. Good luck!

Possible.: Could be, but no way to know without a direct exam, and possibly a culture. Could also be simply inflamed hair follicles, or several other things. See a dermatologist or gynecologist.

Many causes: A bump in the vagina can be of very limited consequence all the way to major problems. It may be a fibroma (benign), a wart (?), a simple cyst, an infection, a foreign body, a tumor, or other process. If concerned, get it checked out. You may just need reassurance but then again, you may have to have an excision, or biopsy or other treatment.
