Check bruises out: It sounds like those are bruises, or blood vessels that are breaking. Without trauma as a cause, they could be from a bleeding problem from disease (like liver, or blood abnormality) or medications (like Aspirin or similar drugs, or coumadin) or even some kinds of cancers (leukemia). I've many spots that look like red goosebumps on both arms (mainly on the back of my upper arms). Thought it's from scratching but still can't cure.

Could consider: Keratosis pliaris, which commonly occurs on the upper arms and is basically your skin producing extra keratin around a hair follicle entrapping the follicle, and creating a small, hard,often red bump.
