Sounds like: Nerve irritation or injury that could be coming from your neck seem a very likely explanation for these symptoms. Assessing if neck position change the symptoms might help. A good neurological history and competent examination should sort this out. The pulsating might also suggest a vascular contribution though that can be a pain associated with nerve compression as well. ...Read more

Maybe: This one is hard to say without examining your shoulder as it can be hard to distinguish pain arising from shoulder conditions such as impingement or rotator cuff tendonitis from neck conditions such as bulging disc.
