Pimple or boil: This sounds like a standard pimple or boil, a minor skin infection. It is unlikely caused by something caught on a toilet seat. As for any pimple or boil, just leave it alone; it should come to a head and drain on its own in a few days. Iff you are that concerned, take a paper towel and a bit of soap, and wipe it down before you sit--or just crouch. Some bathrooms have toilet seat covers.

Unlikely: Even if the person whose dried blood was on the seat, had HIV and or HCV the risk of your catching HIV or Hep C is very remote. For your piece of mind, get a HIV nucleic acid test and Hepatitis C antibody test in 6 months.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, low fat milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form.
