Psoriasis: There is no cure for psoriasis only control. There are prescription topical steroids. There are intralesional steroid injections. The biologics like Humira, Enbrel, Remicade, (infliximab) and Otezla are very effective at treating psoriatic arthritis and also the skin lesions of psoriasis. Patients with psoriasis are also prone to cardiovascular disease but the biologics help reduce this.

I have psoriasis on my penis and was told not to use betamethasone, which clears it up quickly. Why not, since it works?

Risk of atrophy: Steroids are classified by there potency. For example Betamethasone dipropionate is high and Betamethasone valerate is mid. Potency is also altered by whether the steroid is an ointment or a cream. Short periods of treatment are okay but extended use of potent steroids increases risk of irreversible skin atrophy (thinning). Therefore very important to follow advice of a dermatologist.

No: Salicylic acid on any mucous membrane is not a good idea especially for the tip of the penis. Even used on the shaft, it may accidentally reach the area. This would be my guess until a dermatologist with experience on this issue states otherwise.

See below: Could see derm for topical creams/ointments, or use Methotrexate or consider biologic therapy such as tnf inhibitors such enbrel (etanercept). See your doctor to see what you are a candidate for.

Could be: There are many possible causes for blood there. Why were you testing? What were you looking for?

Exam needed: No exam, no sex without condoms. Period. Advise consult with dermatology if possible. If not, consider Urology or Family Practice. May be easily treatable with a topical med, but until you have a solid diagnosis, treatment options are limited.

Penile scales: Yes you can get psoriasis on the penis. Could also be eczema or a yeast/fungal infection. Would follow up with dermatologist as you have to be careful using steroids on the penis as it can thin the skin. .

Psoriasis: From your description psoriasis is in the differential. I would suggest seeing either your primary care physician or a dermatologist. If you can not afford a visit you could try over the counter topical steroid cream and see if it resolves.

Try...: Great; chronic protracted benign skin conditions and skin cancer are ruled out with biopsy, now, it's logical to handle with keeping the affected area from further chemical and physical irritations if any, applying thin 1% Hydrocortisone cream daily x 7 days and see. If it's related with long foreskin, do circumcision. Detial? See doc timely. But it's hard to make DX without a direct look at it.

See a dermatologist: There are treatments for psoriasis. If you are having joint pain with the psoriasis, you may also want to see a rheumatologist as well.

I am not sure what: P.A. is. I personally do not use plaquenil (hydroxychloroquine) for psoriasis as it has been link with causing flare or outbreak for psoriasis. I would recommend to choose other DMARDs or biological esp there are a lot of choices now.
