Moderate chance: There is of course pain and discomfort after most operations, and Inguinal hernia repair is no exception. The pain however is typically well tolerated, and limited. With a laparoscopic approach, typical recovery times are a few days -2 weeks. With the open approach, 1-3 weeks. Both have their benefits and risks. Sudden pain in testis needs to be examined asap, if you suspect torsion and should not wait and go to er or to your doctor as it is an emergency.
Other possibilities are orchitis, epididmytis or injury to testis

Yes it is...: During the surgery, the testicular cord (of which the testicle is at the end of in the scrotum) is manipulated extensively. This can result in that uncomfortable feeling/pain of getting struck in the testicle. Your doctor is right small hydrocele do not need surgery specially if there is no severe discomfort
first you need to watch if the hydrocele does change in sizes off and on or not if it does then you have a hernia with the hydrocele and might need to be taking care off
