While quite low: Pregnancy is not impossible after tubal ligation. Depending on how the procedure was performed, "fail rates" while low, are non-zero. If done sooner, a positive result is likely real, but a negative result may be due to testing too soon, and therefore lead to a repeat test. Graves' disease definitely must be treated, otherwise, it may affect your pregnancy negative by affecting your heart, eyes, and other organs.
