No: By 3 weeks 5 days, i assume you mean from conception. If so, your HCG level is appropriate for a single pregnancy. However, the only way to know for sure is an ultrasound in a few weeks. ...Read more

Not good News: I am sorry to tell you this , but once the beta declines in early pregnancy, there is basically a zero percent chance of a normal & viable pregnancy. I am sorry for your loss and th emotional roller coatser you must be feeling. It is very clear, though, that a miscarriage does not change your future fertility at all not does it increas eyour chances of having anouther miscarriage in the future. ...Read more

Yes: It sounds like you have a viable pregnancy definitely. Your only a few weeks pregnant. Dating impossible based on HCG numbers only, need an early ultrasound to confirm pregnancy dating because there's wide variation in HCG numbers as far as dating goes.
