A guy gets small blister like bumps on shaft of penis once a month in the same area. They pop easily and itch for a week then go away what could it be?
Depends: This could be gentile herpes, though herpes generally shows up as painful ulcers that can come and go. This could also be genital warts, a fungal infection, or something completely benign called pearly penile papules. All the same, you should see your physician during an active outbreak in order to be diagnosed and appropriately treated.

Sebaceous glands: They are probably sebaceous glands. Leave them alone. They are normal. Trying to pop them can cause local trauma and introduce infection. If you are still concerned then follow up with your primary care physician for examination.
