Many differing dx: If you shave or use hair removers, these could certainly lead to an itchy, inflammatory process in the pubic area. Contact dermatitis, or a sensitivity or allergy, could also do this. Yeast infections from sweating are yet another possibility. Then there are infectious, contagious processes like pubic lice and scabies that could be culprits. ...Read more

Folliculitis: You are correct about the folliculitis. However, I don't recommend wasting your time plucking them out individually. If you are going to pluck them you might as well wax and save yourself time. There is no scientific benefit of shaving vs waxing for the removal of hair. Always monitor for infection. ...Read more

Possibly pubic lice?: These insects (phtirus pubis)can be picked up if you sleep on an infected bed/linen. You should see a physician when the hair has grown and you actually have the symptoms. ...Read more

Cyst: It is probably a seborrheic (coming from oil glands) or epidermal inclusion cyst, both benign lesions. It is probably itchy because of surrounding dry skin. It doesn't sound like the worrisome things: cancer/infection. Both of these would likely have open or irregular surfaces, be draining, or be darkly pigmented.
