Based on the symptoms you have described there is an underlying irritation that is interfering with healing. Most likely...: After a surgical procedure there is always healing tissue forming and it may be swollen and hard at one point. It usually resolves after a few weeks. However in some cases hard tissue may remain and stays there permanently. If the surgery is very recent it is hard to tell how it will finally heal.
