Corns: If the extra skin is over the "knuckle" of two or more toes, they are likely corns...Just dead skin caused by friction and pressure. Check if your shoes are roomy enough. You should be able to wiggle your toes with them on. If the toes are bent and causing pressure, they can be surgically straightened. Rash: Without seeing this and asking some other questions this is not possible to answer. If it is only on one toe have you gotten a contact dermatitis like poison ivy, oak or sumac? Do these hurt?
