I have a raised ring that looks like a vein that goes around the circumference of my penis, right underneath the head. Is this something serious?

What described probably just represents a thrombosed vein or varix. It's harmless and just leave it alone as long as being painless and not bothersome to you. If still in doubt, go to see urologist for detailing and confirmation.
