Yes, but! : Yes Imiquimod could harm whatever tissue it touches, but for penile warts if you have a lot, you may get better results with the cream then with cryo. Cryo can cause scarring and does hurt a lot when applied. Plus with the cream you can do it on your own without having frequent returns to the doctors office for cryo. Recheck with doctor: If the freezing treatment was effective, the warts themselves should turn white then darker like scabs, and in a few days should clear up or fall off. Assume she will: But what's the real concern? Almost everyone has met at least one or two strains of HPV. If she complies with proper health care protocols, it's essentially no danger to life, and if she also develops warts (which is unlikely), they can be treated.
